The lawmaker, of course, not exactly happy about it. That's him as "bin Laden" at left.

'Bin' There, Not Done That

The picture shown at left is supposed to be Bin Laden as given by the FBI; the Spanish politician shares the same hair and forehead. Here you have both pics:
